How to Get In Network With TRICARE in California: TriWest, Certification, and Credentialing for Therapists
TRICARE works differently from every other plan on this site. You need two things that other payers roll into one: TRICARE certification (proof you are an authorized provider type) and a TriWest network contract. Military families are a meaningful population in many parts of California, so it’s worth understanding.
California is in the TRICARE West Region, and TriWest Healthcare Alliance is the West Region contractor. To join the network, you submit TriWest’s Provider Contract Request form (you need your federal tax ID), become TRICARE certified for your provider type, complete TriWest credentialing, and sign a TriWest contract. LMFTs certify as Certified Marriage and Family Therapists; LPCCs certify as TRICARE Certified Mental Health Counselors, which requires a CACREP-accredited (or other approved) degree and passing the NCMHCE; LCSWs certify as clinical social workers. TriWest’s handbook also says network providers must be Medicare participating providers. Acceptance isn’t guaranteed and timelines vary.
Who runs TRICARE in California
TRICARE is the health program for service members, retirees, and their families. Regions decide which contractor you deal with. TRICARE’s region lookup puts California in the West Region, and TRICARE’s West Region page (updated September 21, 2026) names TriWest Healthcare Alliance as the West Region contractor. TriWest’s current contract (called T-5) began with dates of service on January 1, 2025. If you see older advice naming a different West Region contractor, it predates that change.
Certification vs. credentialing vs. contracting
This is where most therapists get confused, so here it is plainly:
| Piece | What it is | Who it applies to |
|---|---|---|
| TRICARE certification | Confirms you meet TRICARE’s rules for your provider type (32 CFR 199.6 and TRICARE Policy Manual Chapter 11). | Everyone who bills TRICARE, network or not. |
| TriWest credentialing | Verifies your education, license, history, and malpractice, URAC-style. | Network providers. |
| TriWest contract | The network agreement. Credentialing approval and the executed contract arrive separately. | Network providers. |
TriWest’s provider handbook says you must have both a signed contract and credentialing approval to be a network provider, and network providers are recredentialed every three years.
Which certification fits your California license
TRICARE recognizes specific mental health provider types. Its types of providers page and TriWest’s certification forms line up with California licenses like this:
- LMFT: Certified Marriage and Family Therapist (CMFT). TriWest’s CMFT certification form points to TRICARE Policy Manual Chapter 11, Section 3.9: you must be licensed as an MFT where the jurisdiction offers licensure (California does) and meet the education requirements in 32 CFR 199.6, starting with at least a master’s degree in an appropriate behavioral science field.
- LPCC: TRICARE Certified Mental Health Counselor (TCMHC). TriWest’s MHC certification application asks you to confirm an independent counseling license, a master’s or higher in mental health counseling or clinical mental health counseling from a program accredited by CACREP (or another approved accreditor under TRICARE Policy Manual Chapter 11, Section 3.11), two years of post-master’s supervised practice with at least 3,000 hours and 100 hours of face-to-face supervision, and a passing score on the NCMHCE (or an exam DHA treats as equivalent). TRICARE says TCMHCs don’t need a physician referral or oversight.
- LCSW: Clinical Social Worker. TriWest has a separate certification application for clinical social workers.
A note for LMFTs: the TCMHC is a counselor certification. California LMFTs certify as CMFTs, not TCMHCs. A note for LPCCs: not every California LPCC program is CACREP-accredited. If yours isn’t, read Chapter 11, Section 3.11 (and any current transition rules) before you assume you qualify as a TCMHC. Counselors who don’t meet TCMHC rules may fall into TRICARE’s supervised mental health counselor category, which requires a physician referral and oversight and is a very different practice model.
Step-by-step: joining the TriWest network
- Confirm your certification category using the list above and TriWest’s certification and credentialing page.
- Submit the Provider Contract Request form on TriWest’s Join Our Network page. You need your federal tax ID. TriWest says a provider relations representative contacts you after it processes the request.
- Send your certification packet. TriWest says a complete packet includes the certification application for your provider type, the documents it lists, and the TriWest roster template, emailed to provcerts@triwest.com.
- Complete credentialing. If you are in CAQH, put your CAQH ID on the roster template and keep the profile complete. If you aren’t, TriWest has an individual credentialing application to send to credentialing@triwest.com.
- Sign the contract TriWest sends, and keep the credentialing approval and executed contract (they arrive separately).
- Set up Availity. TriWest uses Availity as its secure provider portal for claims status, authorizations, referrals, and updating your information.
Requirements that surprise people
- Independent license. TriWest’s minimum credentialing criteria require a license that allows independent practice (with exceptions only for pastoral counselors and supervised mental health counselors). Associates can’t join as individual network providers.
- Work history gaps. TriWest lists gaps in work history of more than six months among the reasons a provider can’t participate. Have explanations ready.
- Medicare participation. TriWest’s handbook says all network providers must accept Medicare on a claim-by-claim basis and must be Medicare participating providers (citing TRICARE Policy Manual Chapter 11, Section 1.2). Since January 1, 2024, LMFTs and mental health counselors can enroll in Medicare. Ask TriWest how this applies to you before you sign.
- Marketing limits. TriWest’s handbook says you can’t advertise in a way that implies the Department of Defense endorses your practice or solicit TRICARE beneficiaries directly, and that you can only use TriWest’s approved website badges and signs.
Network vs. non-network
You can see TRICARE beneficiaries without joining the network if you are TRICARE certified. TriWest explains that non-network providers can choose to accept assignment claim by claim (then they file the claim and accept the TRICARE-allowable charge as payment in full), and that federal law caps what non-participating providers can charge. Network providers must always accept assignment. TriWest’s handbook says active duty family members in TRICARE Prime don’t need a referral for medically necessary outpatient mental health visits for covered conditions, active duty service members need a referral for all civilian specialty care, and TRICARE Select members don’t need referrals to TRICARE-authorized specialists. Check every beneficiary’s program and authorization requirements in Availity.
Bill only for what you legitimately provide and document. TRICARE has its own documentation and preauthorization rules, and TriWest’s handbook explains payment reductions when required preauthorization is missed.
Associates and other ways in
Associates: TRICARE pays only authorized providers. A certified marriage and family therapist must be licensed or certified by the state, and the TRICARE Policy Manual specifically excludes associate and student members of AAMFT (TRICARE Policy Manual, Ch. 11, Sec. 3.9). Even the “supervised mental health counselor” category requires a counselor license; it is not a route for APCCs. Schedule TRICARE members with licensed clinicians who are TRICARE-authorized. See Can associates bill insurance in California?.
Platforms: Headway’s help center doesn’t list TRICARE among the plans it accepts, so for most therapists the TriWest process above is the path. TriWest also offers cultural training, including the TRICARE Provider Readiness Designation for mental health providers, which shows as an icon in the directory.
Rules change. Everything here is general business education for California therapists as of October 2026, not legal, tax, or billing advice. Networks open and close, acceptance is never guaranteed, and timelines vary. Confirm current requirements with the plan (in writing) before you act.
