How to Get In Network With Blue Shield of California as a Therapist (2026 Update: No More Magellan)

For years, many Blue Shield of California members’ therapy benefits ran through Magellan. That ended on January 1, 2026. If you are reading older advice that says “apply through Magellan for Blue Shield,” it’s out of date.

Short answer

Since January 1, 2026, Blue Shield of California directly manages behavioral health for all of its members, including the fully insured commercial HMO and PPO members Magellan used to handle. Magellan contracts didn’t transfer. To join, LMFTs, LCSWs, LPCCs, and psychologists email Blue Shield’s behavioral health practitioner application, signed contract, and rates (as outlined on Blue Shield’s join page) to bsc_specialtynetmmgt@blueshieldca.com. Blue Shield requires CAQH and its own credentialing approval, says standard processing takes 45 to 60 days, and treats services before your effective date as out of network.

What changed on January 1, 2026

Blue Shield’s March 2026 provider news and transition FAQ lay it out:

  • On January 1, 2026, Blue Shield took over direct management of behavioral health for about 1.8 million members whose care had been managed by Human Affairs International of California, also known as Magellan.
  • Blue Shield Behavioral Health now manages all behavioral health services for its fully insured commercial HMO and PPO plans, group Medicare Advantage HMO and PPO plans, and self-funded (ASO) and Shared Advantage plans.
  • Blue Shield says this completed its plan to directly manage behavioral health for all members of both Blue Shield and Blue Shield of California Promise Health Plan.
  • Magellan confirms it no longer manages behavioral health for Blue Shield members, and that to stay in network after January 1, 2026 you must follow Blue Shield’s process to become a contracted provider. Magellan says your Magellan contract doesn’t transfer.

If you were Magellan-contracted for Blue Shield and haven’t contracted with Blue Shield directly, you are out of network for these members now. Blue Shield’s FAQ says continuity of care requests were available for qualifying members, but for the long term you should complete Blue Shield credentialing and contracting.

Who Blue Shield is (and isn’t)

Blue Shield of California is a separate company from Anthem Blue Cross. Different network, different application. See my Anthem guide. Blue Shield’s Medi-Cal plan is Blue Shield of California Promise Health Plan, which credentials by line of business (commercial, Medicare, Medi-Cal) and has its own join page.

What Blue Shield requires

  • CAQH plus Blue Shield credentialing. Blue Shield’s FAQ says it requires CAQH for credentialing, and that updating CAQH alone isn’t enough. You also go through Blue Shield’s own credentialing approval. (CAQH rebranded as DataSpring in June 2026; same login. See my CAQH guide.)
  • A complete application packet. Blue Shield’s behavioral health join page says that for MDs, NPs, psychologists, LMFTs, LCSWs, and LPCCs, the credentialing process begins once it receives a completed application packet, signed contract, and rates as outlined. The behavioral health practitioner application is on Blue Shield’s network and procedure forms page.
  • A recent date. Applications must be dated no more than 30 days before you submit them.
  • Real service locations. Blue Shield says a behavioral health practitioner can’t be listed at more than ten in-person service locations across its entire network, and each listed location should be a physical address where you practice.

Step-by-step: applying to Blue Shield’s behavioral health network

  1. Update and attest CAQH, and make sure your license, malpractice, and locations are current.
  2. Download the behavioral health practitioner application from Blue Shield’s forms page and read the join page carefully for the contract and rate documents it asks for. If anything is unclear, email the contracting team before you send it.
  3. Complete and date the packet within 30 days of sending it.
  4. Email it to bsc_specialtynetmmgt@blueshieldca.com (Blue Shield also lists fax 844-611-9577). This is the address for new individual providers and new groups, and for questions about your new contract and related credentialing.
  5. Joining an existing contracted group? Blue Shield uses a different address for adding a provider to an existing group roster and for status questions on existing groups: specialtynetworkspr@blueshieldca.com.
  6. Wait for the Credentialing Committee. Blue Shield says its Credentialing Committee formally approves or denies each application, and standard turnaround for completed applications is 45 to 60 days.
  7. Watch for the welcome letter. On approval, Blue Shield’s contracting department sends a welcome letter with your contract effective date. Blue Shield says services provided before that date process as out of network.

Portals after you join: Provider Connection and Availity

Blue Shield’s main provider site is Provider Connection. According to Blue Shield’s September 2026 FAQ, providers can also submit most outpatient authorizations for eligible PPO members, including behavioral health, through Availity Essentials. Blue Shield’s Availity FAQ is clear that eligibility, benefits, and claims stay on Provider Connection, and HMO authorizations continue through Blue Shield’s existing tools. So unlike Anthem, Availity isn’t where you apply to Blue Shield. It’s one of the tools you use afterward for certain PPO authorizations.

After you are approved

  • Verify eligibility and benefits for every new client on Provider Connection.
  • Check authorization requirements for the member’s plan type (HMO vs. PPO matters here).
  • Keep your directory information accurate, including the ten-location limit.

Bill only for what you legitimately provide and document.

Associates and other ways in

Associates: Blue Shield’s 2026 behavioral health transition FAQ says “Blue Shield does not contract with associates; the claim should be billed under the billing supervisor,” and that associates “need to be added to the roster, not directly contracted” (Blue Shield transition FAQ, March 2026, questions 51 and 90). The FAQ doesn’t give a modifier or claim layout, so ask Blue Shield Behavioral Health Provider Relations in writing how it wants associate claims built, and whether the answer differs for Medicare Advantage members. See Can associates bill insurance in California?.

Platforms: I haven’t confirmed from Headway’s or Alma’s official pages that they currently offer Blue Shield of California credentialing, so check their plan lists directly. For most California therapists, the direct Blue Shield application above is the path. See Headway vs. Alma vs. direct insurance.

Rules change. Everything here is general business education for California therapists as of October 2026, not legal, tax, or billing advice. Networks open and close, acceptance is never guaranteed, and timelines vary. Confirm current requirements with the plan (in writing) before you act.

Frequently asked questions

No. As of January 1, 2026, Blue Shield directly manages behavioral health for the members Magellan used to handle. Magellan only finishes business for dates of service through December 31, 2025.

I was a Magellan provider for Blue Shield. Am I in network now?

Not automatically. Magellan says its contract doesn’t transfer, and Blue Shield says you must be contracted and credentialed with Blue Shield for in-network services.

Where do I send the Blue Shield behavioral health application?

New individual providers and groups email bsc_specialtynetmmgt@blueshieldca.com (fax 844-611-9577). Clinicians joining an existing contracted group use specialtynetworkspr@blueshieldca.com.

How long does Blue Shield take to process an application?

Blue Shield says the standard turnaround for a completed application is 45 to 60 days. Incomplete packets take longer, and acceptance isn’t guaranteed.

Starting a new practice? A platform like Headway credentials clinicians with several commercial plans under its own agreements, so it can be a way to start seeing insurance clients while direct applications are pending. Check which plans it offers in your area. If that fits, you can join Headway through my referral link. Alma and contracting directly with the plan are also good options.
