How to Get In Network With Optum in California: Provider Express, Step by Step
Optum Behavioral Health is the company behind a lot of insurance cards in California, and almost every therapist who takes insurance ends up on Provider Express at some point. Here is how the application actually works, in the order you will do it.
To join Optum’s behavioral health network in California, you register on Provider Express (providerexpress.com), choose California, and apply under Our Network as an Individually Credentialed Clinician if you are solo or in a group without an Optum group agreement. Optum pulls most of your data from CAQH, so your CAQH profile must be complete, attested, authorized for United Behavioral Health/US Behavioral Health Plan, and match your application exactly. You track status inside Provider Express. Optum only moves forward when it decides it wants to contract with you, so acceptance isn’t guaranteed and timelines vary.
What Optum is, and why one application covers several cards
Optum Behavioral Health is the behavioral health arm that credentials and contracts therapists on behalf of UnitedHealthcare, and it also manages behavioral health for some other plans. In California, that includes Western Health Advantage members since January 1, 2023. UnitedHealthcare says plainly that Optum Behavioral Health Solutions handles credentialing and contracting on its behalf. If you searched for UnitedHealthcare instead, read my UnitedHealthcare guide: it’s the same application, explained from the member-card side.
Optum’s portal for clinicians is Provider Express. Once you’re in network, you use it to check member benefits, request authorizations when they’re required, update your practice information, and submit claims.
Before you start: what to have ready
Optum’s own audit of slow or cancelled applications lists the same problems over and over: an incomplete or expired CAQH profile, mismatched practice locations, no CAQH authorization, an unsigned W-9, and a missing liability certificate. Get these right first:
- Independent California license (LMFT, LCSW, LPCC, or psychologist) and an individual (Type 1) NPI.
- CAQH profile that is complete and recently attested. CAQH rebranded as DataSpring in June 2026; your login and profile didn’t change. See my CAQH guide.
- CAQH authorization for Optum. In CAQH, open the Authorization section and authorize United Behavioral Health/US Behavioral Health Plan. That is the name Optum tells you to look for.
- Matching information. Optum says the information in CAQH must match the Network Participation Request Form (NPRF) you submit: practice and primary locations, group information, credentialing contact, license and malpractice dates.
- A signed W-9 with the correct tax ID (your SSN or your practice’s EIN, whichever you will bill under).
- A current professional liability certificate.
Step-by-step: applying through Provider Express
- Go to Provider Express and choose California from the state menu, then open Our Network.
- Pick the right path. Optum says to apply as an Individually Credentialed Clinician if you are a solo clinician or practice in a group that doesn’t have a group agreement with Optum. If your group already has an Optum group agreement, use the group-with-individually-credentialed-providers path instead so you are added under that agreement.
- Register or log in. From the Individually Credentialed Clinicians page, you are prompted to register for a Provider Express account or log in. Once you’re in, use Join Our Network in the menu to open the credentialing application.
- Enter your CAQH ID and complete the application. Optum notes CAQH participation is required in most states; when it is, you enter your CAQH ID on the application.
- Attach the right documents. The most common attachment problems Optum lists are the wrong document, an unsigned W-9, a wrong tax ID, and an expired liability certificate.
- Watch for DocuSign. Optum sends missing items, including individual contract documents and Disclosure of Ownership forms, through DocuSign. Optum says slow returns are one of the main reasons applications stall, so sign and return them quickly.
- Track your status. Log in to Provider Express and go to My Practice Info, then My Network Status, then Check Initial Credentialing Status. Groups and agencies call Optum Network Management at (877) 614-0484.
What Optum is deciding while you wait
Optum publishes credentialing plans for its national network and a separate one for OptumHealth Behavioral Solutions of California. Both say the credentialing process starts only after Optum makes a preliminary decision that it wants to pursue contracting with you. Two things follow from that:
- Acceptance isn’t automatic. Optum weighs network need, so a complete application can still be declined or paused, especially in areas or specialties where the network is full.
- Timelines vary. Provider Express doesn’t publish a fixed processing time. Plan for weeks to months, track the status page, and answer every request fast.
If you are a California LMFT with a niche (a language other than English, child and family work, couples, a specific population) or you practice where access is thin, make that clear in your application. Plans evaluate network need, so it helps to show where you fill a gap.
After you are approved
You are in network only when you have a signed agreement and an effective date. Don’t schedule members as in-network before that date. Once it arrives:
- Check your listing. Members find Optum clinicians through Live and Work Well and through their health plan’s directory. Make sure your locations, telehealth status, and specialties are right, and keep them current in Provider Express.
- Verify benefits for every new client. Coverage and authorization rules vary by plan. Provider Express has eligibility and benefits tools.
- Submit claims electronically. Optum’s forms page says all outpatient and EAP claims should be submitted electronically through Provider Express or EDI.
- Keep CAQH attested. Recredentialing pulls from CAQH. A lapsed profile is one of the easiest ways to create a problem later.
Bill only for what you legitimately provide and document. Your contract and Optum’s provider manual set the rules; read them before your first claim.
Optum in Medicare and other California lines
Optum’s Provider Express refers to separate commercial and Medicare Advantage networks. Since January 1, 2024, LMFTs and mental health counselors can enroll in Medicare and bill it independently. If you want to see Medicare Advantage members whose behavioral health Optum manages, ask Optum which networks your agreement includes and whether it requires Medicare enrollment. Optum also runs EAP programs; see my EAP credentialing guide.
Associates, groups, and other ways in
Associates: Optum doesn’t credential associates as individual providers, but its commercial reimbursement policy (2024RP202A, updated July 2026) says that in California it reimburses services by practitioners working toward licensure, for both network and out-of-network providers. Every supervised line needs the U5 modifier, and the claim must identify the supervising clinician (name and credentials with the DQ qualifier, plus NPI). The supervisor has to be Optum-credentialed or rostered and approved in writing, and the supervisor or group is the billing provider (Optum policy; billing guide). The policy excludes Medicare Advantage and E/M codes. Keep a copy of the policy version you relied on. More in Can associates bill insurance in California?.
Groups: if you are building a group practice, ask Optum about a group agreement before you add clinicians one at a time. That decides which application path each new clinician uses.
Headway and Alma: you don’t have to contract with Optum directly. Headway says its clinicians accept UnitedHealthcare and all Optum affiliates, and it handles the credentialing paperwork with its own payer agreements. If that fits, you can join Headway through my referral link.
Referral disclosure: I may receive a referral reward if you sign up through my Headway link. It costs you nothing extra, and you get the same help from me either way.
Alma works similarly for some plans, and contracting directly gives you the most control over your own contract. I compare all three in Headway vs. Alma vs. direct insurance.
Rules change. Everything here is general business education for California therapists as of October 2026, not legal, tax, or billing advice. Networks open and close, acceptance is never guaranteed, and timelines vary. Confirm current requirements with the plan (in writing) before you act.

Frequently asked questions
Is Optum the same as UnitedHealthcare for therapists?
For behavioral health credentialing, effectively yes. UnitedHealthcare says Optum Behavioral Health Solutions handles credentialing and contracting on its behalf, so you apply through Provider Express. See my UnitedHealthcare guide.
What does Optum call itself in CAQH?
Optum tells clinicians to authorize United Behavioral Health/US Behavioral Health Plan in the CAQH authorization section. If that authorization is missing, Optum can’t pull your profile.
How long does Optum credentialing take in California?
Optum doesn’t publish a fixed timeline on Provider Express. It varies with network need and how complete your file is. Track it under My Network Status and return DocuSign requests quickly.
Can I apply to Optum as a group?
If your group already has an Optum group agreement, new clinicians apply under the group path. If not, clinicians apply individually. Ask Optum Network Management at (877) 614-0484 about group agreements.
Can an associate MFT get credentialed with Optum?
Not as an individual provider. For Optum commercial plans in California, the employing practice can bill for an associate’s sessions under Optum’s supervised-services policy: U5 modifier on each line, and the Optum-credentialed supervisor identified on the claim. Medicare Advantage is excluded. See Can associates bill insurance in California?.
Does joining Optum put me in network with Western Health Advantage?
Western Health Advantage uses Optum Behavioral Health for its members, and WHA tells non-contracted providers to call Optum about contracting. Confirm with Optum that your agreement covers WHA members. See my WHA guide.
