How to Get In Network With Western Health Advantage (WHA) as a Therapist

If you practice in the Sacramento region, you will see Western Health Advantage cards. WHA is a local HMO, but its therapy network isn’t run by WHA itself. Here is who to apply to and what to expect.

Short answer

Western Health Advantage (WHA) uses Optum Behavioral Health for its members’ mental health and substance use services, and has since January 1, 2023 (before that it was Magellan’s HAI-CA). WHA says Optum serves its individual, small group, large group, and Medicare Advantage members, and members can call Optum directly without a PCP referral. To be in network for WHA members, therapists join Optum’s network through Provider Express. WHA tells non-contracted providers to call Optum at 877-614-0484 about contracting. Confirm with Optum that your agreement covers WHA members.

Who WHA is

Western Health Advantage is a Sacramento-based HMO (its office is on Gateway Oaks Drive in Sacramento) serving the greater Sacramento region and parts of Northern California. Coverage depends on ZIP code, so check WHA’s service area tool if you are near the edge of the region. If you practice in Sacramento, Roseville, Davis, Folsom, or the surrounding area, WHA members are likely already calling you.

I verified this: WHA behavioral health is Optum

In my experience, WHA therapy goes through Optum, and WHA’s own pages confirm it:

  • WHA’s Partners in Care page lists Optum Behavioral Health as the behavioral health provider, with services on all individual, small group, large group, and Medicare Advantage plans.
  • WHA’s behavioral health benefits page says members can call Optum directly, 24/7, and that a PCP referral isn’t required.
  • WHA’s December 2022 provider letter announced the move to Optum effective January 1, 2023. Before that, behavioral health ran through Human Affairs International of California (HAI-CA), a Magellan affiliate.

If you used to see WHA members through Magellan, that relationship ended with 2022. You need an Optum agreement now.

Why WHA is its own question even though it’s Optum

A UnitedHealthcare card and a WHA card both lead to Optum, but they aren’t the same plan:

  • WHA is an HMO. Its medical care is organized around WHA’s network and medical groups. For behavioral health, though, WHA says members go straight to Optum with no PCP referral.
  • Member phone numbers are WHA-specific. WHA lists 800-765-6820 for group and individual members and 855-857-9748 for its MyCare Medicare Advantage members. Members use these and Optum’s Live and Work Well directory to find you.
  • Claims and service info come from the WHA card. WHA’s provider letter tells providers to use the back of the WHA member ID card for service and claims submissions.
  • Network coverage should be confirmed. WHA is an Optum client plan. When you contract with Optum, ask directly whether your agreement makes you in network for WHA members, and for WHA’s Medicare Advantage members if you want them.

Step-by-step: getting in network for WHA members

  1. Check your foundation: independent California license, individual NPI, malpractice certificate, signed W-9, and a complete, attested CAQH profile.
  2. Authorize Optum in CAQH under the name United Behavioral Health/US Behavioral Health Plan.
  3. Call Optum if you’re already seeing a WHA member. WHA’s provider letter says non-contracted providers can call Optum at 877-614-0484 about becoming contracted, and should call about transition of care or claims if they’re seeing a WHA member.
  4. Apply on Provider Express. Choose California, go to Our Network, and apply as an Individually Credentialed Clinician (or under your group’s Optum agreement). The full walkthrough is in my Optum guide.
  5. Mention your Sacramento-area location and access. Optum evaluates network need. Being local, offering evening hours, in-person sessions, or a language other than English can matter for an HMO population.
  6. Track status in Provider Express and return DocuSign requests quickly.
  7. Confirm WHA coverage in writing once you have an effective date, then check your directory listing.

Express Access and getting referrals

WHA’s pages describe Optum’s Express Access clinicians, who commit to offering an appointment within five days. Provider Express lists an Express Access Network option. If you have real openings, ask Optum about it after you’re contracted. It’s one way to become more visible to members who need care quickly. Don’t join it unless you can actually keep that access commitment.

Associates and other routes

Associates: Western Health Advantage behavioral health is administered through Optum. Optum’s published supervised-services policy (U5 modifier, Optum-credentialed supervisor on the claim) covers commercial plans in California, including plans administered by OptumHealth Behavioral Solutions of California (Optum policy). I couldn’t confirm from a WHA document that the policy applies to WHA members, so get that in writing from Optum before an associate sees WHA members. See Can associates bill insurance in California?.

Platforms: Headway and Alma work through their own payer agreements. I haven’t confirmed that either one covers WHA members specifically, so if WHA matters to you, check their current plan list or ask them before you rely on it. For most Sacramento therapists who want WHA clients, a direct Optum agreement is the straightforward path. See Headway vs. Alma vs. direct insurance.

Bill only for what you legitimately provide and document, following Optum’s rules and the member’s benefits.

Rules change. Everything here is general business education for California therapists as of October 2026, not legal, tax, or billing advice. Networks open and close, acceptance is never guaranteed, and timelines vary. Confirm current requirements with the plan (in writing) before you act.

Starting a new practice? A platform like Headway credentials clinicians with several commercial plans under its own agreements, so it can be a way to start seeing insurance clients while direct applications are pending. Check which plans it offers in your area. If that fits, you can join Headway through my referral link. Alma and contracting directly with the plan are also good options.
